Space/time manipulation ability

Description: The user snaps with his finger and is able to accelerate, slow or stop time. This only works on attacks and objects, if it were to be used on humans/gods it'd be rendered useless. This seems like 3 different abilites in 1 to me, and what can it be used on then?
Duration and cooldown: 3 posts and cooldown is 5.
Strengths:
- Is able to accelerate, slow or stop time completely.
- Can be on the user itself.
Weakness:
- This ability is basically useless on humans/gods other than the user.
- When this time ability is active, the user cannot use another time ability.
- Spells that are the same rank or higher cannot be stopped. (Acceleration and slowing down still works though)
- Stopping time around a single object only works on spells lower than this one.

Well then you need to but that in there. It works on physical things such as; xxxx, xxx, xxx.
