But on the sites I worked on, we made a sheet that we turned into a Sticky. With it mods were able to tell admins what they needed done, such as transfers and so forth.

It was able to keep the Admin Count down, to avoid the few that go crazy with power, and was able to get things done and efficiently.

We always have a request thread where anyone can post when they need something done.
